This is unfortunate, but as I said in my previous email the alternative
was worse (unbootable machines, and quite possibly in similar
circumstances of large fleets of machines). I'm open to trying harder
to infer a correct value of grub-pc/install_devices if you can help to
identify specific cases in which it would be safe and helpful to do so,
but in general I'm not going to revert the changes that add a prompt in
cases of ambiguity.
