Bug#980367: grub-common: disregards settings in /etc/default/grub

Nothing's changed in this area recently, so I'm going to need you to
attach at least the following:

 * /etc/default/grub
 * the resulting /boot/grub/grub.cfg
 * any output from "sudo update-grub"
