Bug#990836: Patch v2

Sending a debdiff v2, which uses a separate patch file for the (same) change.

This should be simpler to isolate/revert if/once hwmatch is available
on non-pc/i386 platforms, and also is better on documentation too,
including DEP3 Bug-<vendor> headers.
