downgrading to 1+2.06+3~deb11x

grub-common grub-efi grub-efi-amd64 grub-efi-amd64-bin 
grub-efi-amd64-signed grub2-common  shim-helpers-amd64-signed

fix the error.

However the mokutils --list-enrolled command is still void.
