I updated debian with
su
apt update 
apt upgrade

   * What exactly did you do (or not do) that was effective (or
     ineffective)?
grub from debian installation was installed during debian package update

   * What was the outcome of this action?
debian version of grub is now installed (likely in MBR)
This version does not show an option to start kde neon
   * What outcome did you expect instead?
the installed debian grub version detects KDE Neon and provides an option to start the installed KDE Neon besides the option to start debian
