signing and releasing grub2 testing-proposed-updates

Hi release and ftp folks,

I uploaded grub2 2.06-13+deb13u1 (same as stable except changelog
header) to testing-proposed-updates as proposed by elbrus; since
we are still waiting for the XFS bug to be resolved.

It seems the binaries built but I guess someone needs to poke the
signing bits and once they are built they can all be released (
grub2 needs to go before grub-efi-* here too I suppose, due to a
dak limitation in built-using queue handling).
