Hi Paul,
this is with intent that the new rgub 0.97-83 doestn't migrate.
See the blocking bug #1086750 [0]
src:grub is now only a transitional package to migrate to grub-pc.
But grub-installer still has some old code which uses grub-legacy.
There's a MR for it to remove that, but it's still not merged. [1]
And I don't want to break debian-installer.
