OK, good.

I tried reproducing this in a VM and couldn't; I suspect that it's
something relatively subtle about the filesystem structure that doesn't
happen to everyone.  As such I'm downgrading this to just below
release-critical, since on its own I don't think it quite justifies
removing grub-legacy from testing.
