I repeat: grub-efi-amd64 never ever asked where to install, because it 
always installs in /boot/efi, whatever is mounted there. Only grub-pc 
asks to select the boot disk or partition for BIOS boot.

You are able to. When partitioning disks during initial installation, if 
multiple EFI partitions are present and set "use as EFI partition", then 
the debian installer will choose either one and mount it on /boot/efi. 
If you do not want this to happen, just set the one EFI partition you 
want to use "use as EFI partition" and set the others "do not use". But 
this does not have anything to do with GRUB itself.

There were a few corner cases in guided partitioning which may cause the 
installer to choose the wrong EFI partition, but they should be fixed in 
trixie installer.
