Bug#1135137: Acknowledgement (upgrade-reports: Bookworm -> Trixie mdadm raid EFI not updated on both disks)

I am unsure which package the issue is in. What determines, during upgrade, where to install Grub EFI? Is it grub? Is it mdadm? Is it the updater itself? Please help steer this bug to the correct place.

Some more context.

I first encountered this issue in June 2025, on a fleet of about 100 servers. After the first few failures, we stopped. I finally got around to tracking the issue down.

I have reproduced the issue on a system with raid0. I do not yet know whether it also occurs with raid1.

The very same, identical, machines were successfully upgraded from Debian 11 to Debian 12. In many cases not just the same hardware class, but the actual machine that went through an 11->12 upgrade.

My reproduction is from a fresh 12 install, to reduce variables.
