Do you mean the size of the gap between the MBR and the first partition
or the BIOS boot partition (usually ~1MB) ? Do you have an idea of the
size of a grub-pc monolithic image ?

It would solve the core image vs module version mismatch but not the
fact that the active boot image is not updated, it would only make it
unnoticed.
