Is the udevd process really running, or does systemd think it's running but it
isn't?

Oh, hmm I think this might be due to the change in the handling of RUN+= in udev
scripts as documented at
http://blog.fraggod.net/2012/06/16/proper-ish-way-to-start-long-running-systemd-service-on-udev-event-device-hotplug.html

It probably starts, but gets killed immediately.
