Given that the cdbs files is closely tied to the dh_* files, and both
are closely tight to the Haskell Packaging and the Haskell Team, I think
it does not make sense to put them in the general cdbs package.
I see haskell-devscripts as the equivalent to gnome-pkg-tools which also
includes cdbs files.
