[Pkg-haskell-maintainers] Bug#645572: haskell-bindings-libzip: FTBFS - missing build-dep on pkg-config

Justification: fails to build from source

Builds of haskell-bindings-libzip in minimal environments, such as on
the autobuilders, have been failing:

  hlibrary.setup: The program pkg-config version >=0.9.0 is required but it
  could not be found.
  make: *** [dist-ghc] Error 1

Could you please add a build dependency on pkg-config and check with
pbuilder or the like that no others are missing?
