[Pkg-haskell-maintainers] Bug#670767: Please change recommends of mail-transport-agent to suggests

darcs has extensive functionality unrelated to sending mail.  None of
the version-control functionality depends on an MTA.  Only "darcs send"
uses an MTA, and even it doesn't *require* one; it can also save a patch
bundle to a file.

Given this, please consider changing the recommends of a
mail-transport-agent to a suggests, so that users installing darcs don't
get an MTA installed by default if they don't otherwise need one.
