My rule of thumb is that I do not file bugs when the same problem
appears in many packages, since this is likely not a bug in the
independent packages. I know next to nothing about haskell packages, so
i might be mistaken here. Also sometimes i'm lazy and i assume that
filing a bug against a package will get attention, and someone will
investigate and reassign to the correct package.

I check for obsolete bugs (bugs I filed that are still open while the
package now builds) from time to time, but it's a manual process.
