This does not work well on architectures without ghci support. Not sure
if any of the dependencies of hothasktags prevent these architectures
anyways, but this is not a general solution either. I don’t think there
is a good way to avoid having to compile Setup first.
(One might argue that on such architectures, runghc should compile to a
temporary location. But I’m not sure that we want such differing
behavior depending on the architectures).
