the error handling of pandoc or citeprog-hs is a bit unfortunate here.
The cause of the problem is a recent change in haskell-devscripts by
Louis Bettens, and will go away once pandoc is rebuilt (which is when it
will pick up citeproc-hs code that knows about the new location). This
is waiting for action by the pandoc maintainer:
