[Pkg-haskell-maintainers] Bug#717442: Bug#717442: debian/rules binary fails to run build target

strangely, repeatedly running "debian/rules binary" will eventually
build it. The makefile target’s dependencies are seriously broken.

I’ll see if I can fix this by adding more and more interdependencies
between the make targets :-)
