Here's from Debian Policy the definition of the "Recommends" field:

> This declares a strong, but not absolute, dependency.
>
> The `Recommends' field should list packages that would be found 
> together with this one in all but unusual installations.

As I read the "many invocations" in your comment above as matching the 
"all but unusual installations".
