Hmm.  Only use cases I have involve use of some kind of local fork of 
pandoc-data - and that doesn't really count, now that I think of it.

I have now changed package "pandoc" to depend on "pandoc-data", in git.

P.S. It still holds true that when there _are_ use cases - even when few 
of them - the proper relation is recommends rather than depends.
