thanks for the report. cabal-install-1.18 requires Cabal-1.18; Cabal is
shipped with GHC and GHC-7.6 provides Cabal-1.16. When GHC-7.8 hits
unstable, we can upgrade cabal-install.

(If this is too much an annoyance we might experiment with having a
separate libghc-cabal-dev package, and see what goes wrong.)
