[Pkg-haskell-maintainers] haskell-publicsuffixlist: build flag "-create" leads to undesired dependencies

Dear Clint and folks,

I cannot find a way to open a ticket in Debian, and I am running Ubuntu myself,
so I opened this ticket on launchpad:

TL;DR: dependency on idna is mostly unnecessary, and it creates a dependency on
a shared library that is currently a moving target.
