I think debian/patches/config-in-etc should be dropped, and the
notmuch-web package shouldn't be treated as a system service (at least
not on its own).  Please provide the current /etc/notmuch-web/
directory instead in someplace like
/usr/share/doc/notmuch-web/example-config/ -- this will make README.md
more correct, as well.

fwiw, the settings.yml is technically invalid because the package
*has* been patched from upstream, but there is still this stanza:

If you want to provide a way for people who want to run notmuch-web as
a system service, i recommend making an example systemd .service file
that people can edit to tune to suit, and can place in the right place
within /etc/systemd/
