[Pkg-haskell-maintainers] Bug#767762: ghc-mod: split package in two parts: ghc-mod and ghc-mod-el

It would be great to split ghc-mod in two parts, one containing the
binary, and another one containing the emacs bindings. This way, it
would be possible to use ghc-mod (for example with vim [1]) without
having to install emacs.
