Bug#807820: shellcheck: portability: check for `which` instead of `command -v`

It would be nice if shellcheck could report use of the `which` command.
`which` is a Debian specific tool packaged in debianutils (essential)
while `command -v` is a portable shell builtin defined by POSIX.
