Bug#809763: cabal-helper: no binary in cabal-helper package

Package: cabal-helper
Version: 0.6.2.0-1
Severity: grave
Justification: renders package unusable

There's no cabal-helper binary in the package:

> $ dpkg -L cabal-helper
> /.
> /usr
> /usr/share
> /usr/share/doc
> /usr/share/doc/cabal-helper
> /usr/share/doc/cabal-helper/changelog.Debian.gz
> /usr/share/doc/cabal-helper/buildinfo_i386.gz
> /usr/share/doc/cabal-helper/copyright

Probably caused by the install file being called
debian/haskell-cabal-helper-utils.install but there being no mention of
"utils" anywhere in debian/control.

Also, ghc-mod seems to expect cabal-helper in /usr/libexec:

> $ ghc-mod list
> ghc-mod: Could not find $libexecdir/cabal-helper-wrapper
