I'm afraid I don't understand what the problem is.
I don't see why our packages would need Build-Using fields on any C
libraries, because AFAIK all our packages that use C libraries are
dynamically linked against them and have the appropriate Depends on
them.
Are you at DebConf? If so, maybe we could meet and you explain the
problem to me.
