Bug#832107: ghc: please stop build-depending on llvm-3.5

We'd like to drop old LLVMs, but ghc still uses llvm-3.5, which the
maintainer already flagged for RM (see #812778).

ghc is currently the very last blocker for llvm-3.5 removal.

I understood ghc 8 builds with llvm 3.7, so possibly the best course of
action is to get to a point where ghc 8 can go to unstable, sooner
rather than later please…

BTW, there will be a migration from llvm 3.7 to 3.8 before stretch, so
it'd be good to check whether ghc8 can build and be nice with 3.8.
