Bug#832144: cabal-install: built inconsistently across different platforms

Dear Maintainer,

It looks like cabal-install has been built inconsistently on different 
architectures wrt. libghc-cabal-dev: on amd64 it has been built using 
libghc-cabal-dev 1.22.8.0, while on i386 (and presumably the rest of the 
autobuilder archs) it has been built using libghc-cabal-dev 1.22.5.0 
which is provided by ghc 7.10.

As a result, cabal install produces different dist/setup-config output 
depending on the architecture, requiring different versions of 
libghc-cabal-dev to parse. This currently breaks the build of ganeti on 
most architectures except amd64[1].
