Bug#868762: Acknowledgement (pkg-haskell-tools: can't run what-to-upgrade)

OK, '../package-plan/package.txt' is hardcoded in what-to-upgrade. It would be nice to be able to specify a different package.txt, or, at the very least, the error message should indicate that this file has to exist.
