Bug#890627: hotlinks MathJax.js

/usr/share/doc/ghc-doc/html/libraries/index.html hotlinks MathJax.js
from the internet. Since 8.0 or so I think, before that it did not. I
notice this every time I open the page on a slow internet connection,
since it blocks rendering.
