Using this git-annex backport on stable, https downloads fail
with "TlsExceptionHostPort (HandshakeFailed Error_EOF)"

I believe this impacts S3 and WebDav too, I saw it with addurl and importfeed.

This is an old bug in a haskell library, see

The non-backport version in stable does not use haskell for http, except
for S3 and WebDav. It might have the same problem for those, but the
backport is affected more badly since it relies on the haskell http
library for all http.
