Bug#902499: git-annex: network access during build

For some reasons git-annex is attempting network access during build, this is obvious if you look at the ubuntu log
where network is really disabled.

I had this issue with haskell-src-exts-util and haskell-iso8601-time, and I fixed with the following commits:

this is debian/rules file did the trick
-DEB_SETUP_BIN_NAME = cabal
+DEB_SETUP_BIN_NAME = debian/hlibrary.setup


but git-annex is not using cdbs, so I don't know how to best fix this issue...
