Bug#911800: cabal-install: depend on or recommend curl/wget for HTTPS support?

Severity: wishlist

Since version 1.24.0.0, cabal-install can use curl or wget for HTTPS
support, if installed; but there's no indication of this in its package
relationships.

Would it be worth depending on or at least recommending curl | wget, to
clue users into the fact that cabal-install works better with them?  I
think at least Recommends for HTTPS support would be justified on the
modern internet.
