git-annex is failing autopkgtest

I am only marginally less ignorant about the git-annex test suite :)

There are probably ways to mark it as flaky, but it's really upstream's
decision on whether the test suite should work that way.  One of us
needs to report this upstream; if you would like me to do it, please
file a Debian bug.
