xmobar wifi signal quality not displaying

I've updated https://github.com/jaor/xmobar/issues/562 with a diagnosis of
the issue and a possible workaround. It seems my case is caused by some
change of permissions in bullseye, though I'm not sure exactly where it
happened. This can be circumvented by giving xmobar CAP_NET_ADMIN, though
ideally this would be avoided. Aside, my update also includes a note
remarking that the debian build should switch to nl80211 instead of iwlib.
In both cases, it looks like any changes are more appropriately addressed
by debian instead of xmobar itself.
