Bug#993807: fixes needing backporting for "content changed while it was being sent" and "failed to send content to remote"

There have been some two related fixes upstream since this version
to bugs that affect a sizable number of git-annex users, and make
git-annex fairly unusable. (Unable to send content to remotes, which
a crucial part of many workflows. I'll leave you to decide the real
severity.) 

These problems were introduced in the upgrade to git-annex version 8. I
noticed Debian needs to be fixed because a user reported both of
problems after upgrading their Debian system to this version.

The "content changed while it was being sent" was fixed in
git-annex 8.20210803, in commit 3b5a3e168d8decd196509ad582ad4b8795d979a6

The "failed to send content to remote" was fixed in the same 
version, in a series of commits. I think all of these commits are
necessary but have not verified.

It may be that this second commit sequence also fixes the prior problem,
since I think they had the same root cause. But I have not tested
git-annex without both fixes.
