Seems reasonable to me to consider packaging future reverse dependencies 
before¹ needed.

Related to this issue, I have gone through the pending releases of 
pandoc and gathered when new reverse dependencies become needed:

¹ I am well aware of Haskell team packaging style of doing everything at 
once, but personally I do not share that mindset, and I doubt it is 
helpful for ftpmasters to release a huge pile at once (but with their 
current level of transparency we can unfortunately only speculate about 
their needs).
