Can you please try with the latest version of GHC available in unstable (9.4.7-1)?
The Debian package for ghc-lib-parser builds fine on armhf (see
https://buildd.debian.org/status/package.php?p=haskell-ghc-lib-parser&suite=sid),
so I believe this bug has been resolved.
