Unfortunately we cannot currently build GHC from unstable, unless we use
the Hadrian build system, see https://bugs.debian.org/1051493. It was a
mistake uploading GHC 9.4.6 to unstable, without noticing that we need
the new build system first.
I think our best bet here is to bootstap GHC on these architectures,
that's why I have introduced the 'pkg.ghc.nohadrian' build profile. Let
me know if I can help, or if there is a better way to do it that I am
missing.
