Dear maintainers,

Compiling the haskell-versions failed for loong64 in the Debian Package 
Auto-Building environment.
The error log is as follows,

We need to disable -with-rtsopts=-N option on loongarch64.
I have built haskell-versions successfully in my local ENV.
Please consider the patch I attached.
