Bug#1089874: haskell-devscripts: please stop depending on dh-buildinfo, superseded by .buildinfo

I've uploaded a fixed package now to DELAYED/7 and updated

with the two commits, one for d/control and one for the release of
d/changelog... (so you can still pick the actual change while
not picking the d/changelog diff should you choose to do a 
maintainer upload in the next 7 days canceling my DELAYED/7 upload.)
