Bug#1083057: src:ghc: unsatisfied build dependency in testing: hadrian (< 9.5)

Control: fixed -1 9.6.6-1

The problem here is that hadrian migrated before ghc, even though it
breaks the build-dependencies of ghc in testing. I believe this is a bug
in britney, most probably this one https://bugs.debian.org/145257.

Not sure what else we can do here, hopefully we will finish with the ghc
transition soon, and this will be resolved.
