Bug#1120705: dht update generates Build-Depends-Indep

I hope it's ok that I set this as important, and the justification is
that the this bug results in a lintian error
(build-depends-indep-without-arch-indep ) and Policy-violating package
(§7.7).

Thus far, I think the trigger condition is a `dht update p/package` for a package whose version in the package-plan is ahead of the LTS Hackage release that we're tracking.
