Bug#1120777: dht update p/foo: doesn't apply the patches from the package-plan

This one has a disappointing papercut, because the package-plan is our
central authority.  'dht update p/haskell-hledger-ui' didn't import
the patch and series file associated with the version being imported.

Given that the package-plan tests consistency and passes, but then the
build of the package fails, this means the plan isn't being implemented properly.
