Bug#1118032: dh-haskell adds GHC-Package control field to ALL packages

Currently dh-haskell is adding the GHC-Package control field to all 
binary packages.  This is a difference from the current CDBS build where 
this field is only added to the -dev binary packages.  There is no easy 
way to replicate the hlibrary.mk behavior in dh currently.  It is not 
known whether this is actually an issue to have these extra control 
fields.
