Bug#1116942: Please package 1.42 or newer

Hi, you're the upstream maintainer!  :) Yes, that's what I meant by
writing "1.42 or newer".  I forget which feature it was, but it was one
of the ones introduced in 1.42.  For the record I agree the latest
stable version should be packaged.

As someone who knows no Haskell nor any of the Debian Haskell Group
workflows or tools, I followed the docs at
https://wiki.debian.org/Teams/DebianHaskellGroup and they failed here:

 $ cabal-debian --official --upgrade
 cabal-debian: inputChangelog: debian/changelog: hGetContents: invalid argument (cannot decode byte sequence starting from 195)
 CallStack (from HasCallStack):
   error, called at src/Debian/Debianize/InputDebian.hs:199:23 in cabal-debian-5.2.4-KlBoF3pAw4S6VThUuuE343:Debian.Debianize.InputDebian

My further efforts with the tools and documentation specific to the
Debian Haskell Group did not results in any progress.  Sorry I can't
take care of this myself.
