The libfop-java's manifest refers to versioned jars in its Class-Path
header:

This prevents the Java virtual machine from automatically finding the
necessary Java "libraries" installed by dpkg in /usr/share/java/.  The
command in point is this:

   $JAVA_HOME/bin/java -jar /usr/share/java/fop.jar

Removing the version numbers from the Class-Path header allowed the
Sun's VM to load the jar files as expected.  This was done by extracting
the manifest, editing it and archiving it back.

As for the gij VM, it wouldn't take the Class-Path header into account
in my tests at all.  The only way I could start fop with gij was by
specifying every jar directly on the command line in the -cp option and
by providing the name of the main method.

The above paragraph should belong to a different bug report.
