IMHO it is, just replace "University of California, Berkeley" in the
original BSD license with "Apache Software Foundation" and add section
5. But I will remove it (from all my packages that use the Apache license).

Both mod_jk and mod_webapp can talk to a Tomcat server on a different
host using TCP. So installing tomcat on the same machine is not
required. libapache2-mod-webapp was only in contrib because the source
package was also there - that's one of the reasons for the split.
The WARP protocol from mod_webapp is also used by different web
application servers like cl-imho. See the libapache-mod-webapp package
(from a different source package) in main. The Apache configuration
directives are different but the protocol "on the wire" is the same.
